SupaRule Systems Ltd. of Limerick, Ireland produce a range of Ultrasonic cable height distance measuring units and Electro Magnetic Field (EMF) current detectors.

Cable height meters are used to check clearances of overhead conductors at mid-span, to ensure a safe height above people, vegetation and buildings. When an electricity conductor carries more load (such as peak loads and seasonal [air-conditioning/heating] loads), then the conductor heats up from the extra current carried. This heating causes the strands and wires in the aluminium, copper or steel conductor to expand. As the length expands between its two fixed support points, then the droop or sag increases.
If the sag increases too much, and the air temperature is too high, (the air cools the metal), the conductors could reach ground level and cause fires, bushfires or electrocution of bystanders. Usually, the temperature increase is so high that the metal anneals or melts before this can happen and electricity authorities do not allow the public to be endagered or their equipment be ruined.
(This is why there are bigger conductors, higher voltages and the need for more overhead transmission lines into big cities. Underground conductors have to be cooled by chemical means which makes them very expensive.)
Your electricity authority is governed by regulations and standards which stipulate these clearance heights and the easiest, quickest and safest way to measure them is with a SUPARULE ultrasonic meter. The conductor does not need to be LIVE.

Measurement ranges and accuracies are on the assumption that the air temperature is approximately 20 degrees C. At lower temperatures, the range increases and conversely at higher temperatures, the range decreases.
